With reference to Sir Henry May's Confidential

Despatch of the 19th. of August, I have the honour to inform you

that it is very desirable that the Director of Education and tra

Inspectors of Schools should begin their duties under the Ordinance,

so far as they legally can, at an early date.

I am, therefore, publishing a notification in

the Gazette appointing Mr. E. A. Irving to be Director of Education

and Mr. E. Ralphs and Mr. R. C. Barlow to be Inspectors of Schools.

They can then proceed to prepare the list of schools to be exempted

under sub-section (c) of Section 3 of the Ordinance, and for this

purpose the Managers of Schools who are anxious to be exempted will

no doubt welcome a visit from the Director of Education.

It will also be necessary for the Director to frame Regulations under Section 12 of the Ordinance for submission

to the Governor-in-Council, but in the meantime there appears to be no objection to the Direc.or and the Inspectors visiting Schools in order to explain the provisions of the Ordinance. In any case it will be necessary to inspect schools as they send in their applications før registration or certificate of exemption from supervision.

These preliminary steps will throw a consider- -able amount of extra work on the Director and the Inspector of Vernacular Schools, and I would recommend for your favourable
